is possible that the promoters will work in conjunction with the

Hongkong Tramways Co. in constructing the tramway, but this is

a matter which cannot be taken into consideration by the Govern-

ment until it is definitely put forward as part of a scheme for

carrying out the agreement.

I submit the draft for your approval. It is

extremely liberal in its terms and the terms have been made

easy in the hope that a development may be encouraged which may

assist in mitigating the exorbitant house rents which have long

prevailed in the Colony.
